Payment Links API - Tax Rate & Product ID Updates

What it is

We've shipped two updates for the Payment Links API. taxRateGroupId is now correctly applied when creating payment links, and productId is now preserved on CLONE-mode line items after payment.

Why it matters

These updates ensure tax rates and product references behave as expected when creating payment links via the API, keeping downstream workflows and checkout pricing accurate.
