User Import Supports Updates to Existing Users

User import can now update existing users' seat, team, permission set, and manager, rather than only creating new users.
Why it matters
Making large-scale changes to users previously meant doing it by hand, one user at a time. Being able to drive updates from an import file removes that manual work.
